Special Economic Zones in Latin America: Free Zones vs Charter Cities

Special economic zones in Latin America are usually customs, tax, or industrial-incentive boxes — Colón, Iquique, Manaus, Dominican zonas francas — not charter cities with their own commercial constitution. If you landed here from a Prospera thread, this is the other half of the map.

MyLatinLife clients confuse these because English uses “free zone” for both a duty-free warehouse and a governance experiment. One is a logistics product. The other is a jurisdiction product. Buy the one that matches the job.

Educational only. Zone rules, tax rates, leases, and Honduran immigration practice change. Confirm live with the zone operator and licensed counsel before you pay. A ZEDE or free-trade zone is not a new country and does not automatically change your home-country tax residency. This is not legal or tax advice.

Charter Cities & Economic Zones

Short Answer

A classic special economic zone (SEZ) or zona franca gives companies duty, tax, or regulatory relief for qualifying activity inside a fenced or designated area. It does not typically let the operator rewrite family law, run a parallel court system for daily life, or sell you a new municipal identity. Honduras’s ZEDE was the aggressive version. Most of the region’s zones are the classic version.

My Latin Life Podcast — Thibault Serlet on free-trade zones and SEZs, the classic product line.

Colón Free Zone, Panama

The Colón Free Zone (Zona Libre de Colón) is the hemisphere’s best-known re-export machine: goods land, sit in bonded space, and leave again with a customs treatment you would not get on the open Panamanian street. It is next to the Canal, which is the entire point.

It is not a charter city. You do not move to Colón to opt out of Panama. You use Colón if you are in wholesale, re-export, or a related trade. Lifestyle in the city of Colón is a separate, often blunt conversation — see our Colón city guide. Panama residency, foundations, and banking remain national products.

ZOFRI Iquique, Chile

ZOFRI (Zona Franca de Iquique) is Chile’s duty-free commercial engine in the Norte Grande. Retail and wholesale businesses use it as a tax-advantaged import and distribution node for Chile, Bolivia, Paraguay, and Peru. Iquique the city is a beach-and-business town; ZOFRI is the commercial reason many of those businesses exist.

Again: not a free city. Chile’s ordinary tax and immigration systems still govern your personal life. If you wanted a governance sandbox, you are in the wrong aisle.

Manaus Free Zone, Brazil

The Zona Franca de Manaus is a long-running industrial-incentive regime in Amazonas: tax treatment designed to pull factories into a city that would otherwise be a brutal logistics bet. Electronics assembly is the textbook tenant story. It is a development-policy SEZ, not a charter city, and it sits inside Brazil’s complex federal tax system (and inside the CPF/CNPJ world we already cover for foreigners).

Dominican zonas francas

The Dominican Republic’s zona franca system is a manufacturing and services export tool: parks with income-tax and customs treatment for qualifying operators, a major piece of the country’s export-processing story. Call-center and light-manufacturing tenants are common. It is one of the more important classic SEZ networks in the Caribbean basin — and still not a municipal charter.

If your actual goal is Dominican residency or a local company, use those SKUs. Do not assume a zona franca tenant permit is a personal immigration status.

Puerto Rico Act 60 Is Not an SEZ City

Puerto Rico Act 60 is a tax-incentive code for qualifying residents and export-services businesses under US federal overlay. People file it next to charter cities in spreadsheets because both promise a lower tax rate if you change your life. The legal nature is completely different: you are still in the US system, with IRS and Act 60 compliance, not in a Honduran ZEDE.

Do not cannibalize that decision with ZEDE marketing. If the question is Act 60 versus Panama or Paraguay, that is a tax-residency comparison, not a free-city comparison.

Want a legal base, not a slogan?

Charter cities and special zones are one layer. Residency, tax residency, and banking still have to fit your nationality. We map the stack before you pay a promoter.

When to Use a Classic Zone

  1. You move goods. Re-export, spare parts, wholesale — Colón or ZOFRI may be the actual tool.
  2. You run a factory or BPO. Manaus or a DR zona franca is a tenant conversation with counsel, not a Twitter jurisdiction.
  3. You want a personal tax home. Look at territorial-tax countries and documented residency — not a warehouse park.
  4. You want a company flag with a city narrative. Then, and only then, look at Prospera. Still add national immigration if you will live there.

MyLatinLife’s bias, earned from 1,500+ client files: most people who say “economic zone” need either a national residency or a specific company jurisdiction. Very few need a bonded warehouse. Almost nobody needs to pretend a warehouse is a city.

Frequently Asked Questions

What is a special economic zone in Latin America?

Usually a designated area with customs or tax incentives for qualifying companies — Colón, ZOFRI, Manaus, Dominican zonas francas — not a new city-state.

Is Colón Free Zone a charter city?

No. It is a re-export and wholesale free zone in Panama. Panama residency and companies are separate products.

Is Prospera a special economic zone?

Prospera is a Honduras ZEDE, which is a much broader special-jurisdiction design than a classic zona franca. Call it a ZEDE or charter-city project, not a free-trade warehouse.

Can I get residency through a zona franca job?

Only if the country has a separate work or residency permit attached to that employment. The zone incentive itself is a company tax/customs status.

Which Latin American zone is best for digital nomads?

None of the classic SEZs are nomad products. If you want a zone lifestyle, you are usually looking at Prospera or, for a low-cost industrial campus, Ciudad Morazán — plus Honduran immigration.
