Mexican actas are issued by the Registro Civil in the state and municipality where the birth occurred — not one national office. A baptismal record or hospital paper is not sufficient for SRE.

Each of Mexico’s 32 states runs its own portal or in-person process. General approach:
- Identify state + municipality of birth (ask family; check old documents)
- Search state Registro Civil or gob.mx portal for online ordering
- Order certified copy (copia certificada) — not informational extract
- If online fails, use an in-state representative or archival search service
