The Residency Process

Paraguay residency is established through an in-country process in Asunción. There is no consulate stage — you apply directly through Paraguay’s immigration authority (MIGRACIONES) while physically present in Paraguay.

Documents Required

• Valid passport
• FBI background check (apostilled)
• Birth certificate (apostilled)
• Proof of the $5,500 investment (typically a bank deposit receipt showing funds deposited in a Paraguayan bank)
• Medical certificate from a licensed Paraguayan doctor
• 2×2 photos

All foreign documents must be apostilled before arriving in Paraguay. FBI background checks must be recent (typically within 3–6 months). We advise clients to have all documents apostilled before traveling to Asunción to minimize time in-country.

Timeline in Asunción

The in-country process typically takes 2–4 weeks. Clients must be present for biometric appointment and document submission. The residency card (cédula de identidad) is issued at the end of the process, and a Paraguayan bank account can be opened during this trip. After the residency card is issued, you can return to wherever you live and maintain residency remotely until the annual maintenance visit.

Maintaining Residency

Paraguay’s residency program requires that you not abandon residency — defined generally as not being absent for extended continuous periods without returning. In practice, most clients visit Paraguay once per year for 1–3 weeks to maintain status. The annual visits serve multiple purposes: renewing the cédula when needed, maintaining the bank account, and documenting presence for the citizenship application.

The pattern we see most: clients visit Asunción for 2–3 weeks in January or February (low season, cheaper flights), handle banking and any administrative needs, then spend the rest of the year in Mexico, Europe, or wherever they’re living. Paraguay is the legal base; another country is the lifestyle base.

The Citizenship Process (Year 3+)

After 3 years of maintained residency, you’re eligible to apply for Paraguayan citizenship (naturalización). The application is submitted to the Supreme Court of Paraguay (Corte Suprema de Justicia) and reviewed by a judge. Requirements include:

• 3-year residency documentation
• Spanish language proficiency (conversational level — the interview is practical, not academic)
• Basic civics knowledge (Paraguay’s history and constitution — preparation materials are available)
• Clean background check covering the 3-year period
• Proof of livelihood (income source — doesn’t need to be Paraguay-source)

Processing time after submission: 4–12 months. Once granted, the Paraguayan passport is a full citizenship document with no distinctions or restrictions. It’s inherited by children born after naturalization, and Paraguay allows dual citizenship — you don’t need to renounce your original passport.
