Paraguay RUC: What It Is, Why You Need It, and How to Get It

The Paraguay RUC (Registro Único de Contribuyentes) is the local tax identification number issued by the Dirección Nacional de Ingresos Tributarios (DNIT), the tax authority that replaced the old Subsecretaría de Estado de Tributación (SET). If you have Paraguay residency and plan to bank, own property, run a business, or obtain a tax residency certificate, you will need a RUC. Most of our clients get it as part of the residency process — here’s what it is and how it works.

What Is the RUC Used For?

The RUC is Paraguay’s equivalent of the US Taxpayer Identification Number or Canada’s SIN. It’s used for:

  • Bank account opening: Paraguayan banks require a RUC for account applications. It’s part of the standard KYC process.
  • Property transactions: Buying or selling real estate in Paraguay requires a RUC for both parties.
  • Tax residency certificate: Paraguay’s official proof of tax residency — the document you show your home country tax authority — requires an active RUC and a clean SET record.
  • Business formation: Opening a Paraguayan company (SA, SRL, or EIRL) requires the founders to have RUC numbers.
  • Invoicing: If you do any work or provide services in Paraguay, the other party will need your RUC to issue a proper factura (tax receipt).
  • Driver’s license conversion: The Paraguay driver’s license process may require a RUC as part of identity verification.

Who Can Get a RUC?

Foreign nationals with valid Paraguayan residency can register for a RUC. You do not need citizenship. You need:

  • Valid Paraguayan cedula (residency ID card)
  • Paraguayan address (your residential address is sufficient)
  • A stated economic activity (this can be “inversionista” — investor — for most expats)

You cannot register for a RUC as a tourist. Residency is a prerequisite — another reason to get residency sorted before trying to open a bank account or buy property.

The RUC Registration Process

RUC registration is filed through DNIT’s online Marangatu system, either by you or by an authorized accountant (contador público), and DNIT may call you in to show your original ID. The process:

  1. Gather documents: DNIT’s checklist for individuals asks for your valid Paraguayan cédula or passport, scanned front and back, and a clear color photo of your face holding the ID. There is no proof-of-address document. You declare your address in the form, and it becomes your fiscal address (domicilio fiscal).
  2. Select your economic activity category — for most expats: “Actividades de Inversión” (investment activities) or the category corresponding to your actual business
  3. Submit registration form (Formulario RUC) to SET
  4. Receive your RUC number — typically same day or next day

Our team handles this as part of the standard residency service package. If you have residency through us, your RUC registration is coordinated at the same time as your bank account opening.

RUC and the Tax Residency Certificate

This is where the RUC becomes critically important for tax optimization. Paraguay’s tax residency certificate — the official document proving you are a tax resident of Paraguay — is issued by the SET and requires:

  • An active RUC with no outstanding tax declarations or debts
  • Proof of 120+ days of actual presence in Paraguay in the calendar year (entry/exit stamps)
  • Paraguayan residency card

The tax residency certificate is what you present to your home country tax authority (CRA, HMRC, ATO, etc.) as proof that you are no longer a resident of that country for tax purposes. Without it, claiming non-residency becomes much harder to defend under audit. The RUC is the foundation.

The Fully Remote RUC Service

For clients who obtained Paraguay residency but have not yet returned for a second trip, MLL offers a fully remote RUC registration service. Using a power of attorney, our local accountant in Asunción registers the RUC on your behalf without requiring your physical presence. This is particularly useful for clients in the 3–6 month processing gap between residency submission and approval who want to have their banking and RUC ready when the cedula arrives.

Note: while the remote registration is possible, opening the physical bank account still requires an in-person visit to Paraguay. The remote RUC primarily helps clients who want to prepare the tax paperwork, set up invoicing, or start a company before their next visit.

Annual Obligations Once You Have a RUC

Once registered, the SET expects you to file annual declarations. For most expat investors with no Paraguay-source income, the declaration is straightforward — you report zero income from local sources and file accordingly. Failure to file can result in a fine and a flag on your RUC record, which can delay your tax residency certificate.

Our accounting service handles the annual SET declaration for ~$200/year. If you’re doing this independently, the SET’s online portal (marangatu.set.gov.py) handles electronic filing for most declaration types.

Frequently Asked Questions

Can I get a RUC before my residency is approved?

No — the RUC requires a valid cedula (Paraguayan residency ID), which is issued upon approval. You cannot register for a RUC during the application processing period. The remote RUC service can be arranged immediately after your cedula is issued.

What economic activity should I list on my RUC?

Most expats who are not actively running a business in Paraguay register under “Actividades de Inversión” (investment activities). If you plan to issue invoices for services to local clients, you’ll need a more specific activity code. Our accountant team can advise on the correct classification for your situation.

Is the RUC public information?

Yes — the SET maintains a public database of RUC holders. Your name, RUC number, and registered economic activity are publicly searchable. Your personal address and other details are not publicly visible. This is similar to how company registrations work in most jurisdictions.

What happens if I let my RUC lapse?

If you stop filing annual declarations, the SET will eventually flag your RUC as inactive or delinquent. This won’t affect your residency status directly, but it will prevent you from obtaining a tax residency certificate and can create complications for banking, property transactions, or business formation. It’s a simple annual filing — don’t skip it.

How long does RUC registration take?

In-person: same day or next business day. Through our remote service with power of attorney: 3–7 business days depending on the SET’s processing queue at the time.
