Paraguay permanent residency is one of the fastest routes to a second residency in Latin America — and one of the few that puts you on a direct path to citizenship in just 3 years. Here’s what you need to know.
Why Paraguay Residency
Paraguay uses a territorial tax system: income earned outside Paraguay is not subject to Paraguayan income tax. For those with foreign-source income — freelance clients abroad, investments, rental income from overseas property — Paraguay residency means legally zero tax on that income in Paraguay. Combined with a very affordable cost of living and a straightforward residency process, this makes Paraguay one of the most compelling jurisdictions for a second residency in the Americas.
Requirements
The requirements for Paraguay permanent residency are:
- Apostilled birth certificate — from your home country, translated into Spanish if necessary
- Apostilled criminal background check — from your home country (FBI check for US citizens), issued within the past 6 months
- Proof of income or financial means — typically $1,000–1,500/month or equivalent in savings. This can be employment income, freelance income, investments, or a bank statement showing adequate funds
- Medical certificate — from a Paraguayan-approved physician confirming good health and absence of communicable diseases
- Paraguayan police certificate — obtained after arriving in Paraguay; certifies no criminal record in Paraguay
- Apostilled marriage certificate — if applicable
- Passport photos
- Application fee — modest government processing fee paid to Migraciones
The Process
Applications are submitted to the Dirección General de Migraciones in Asunción. The process requires your physical presence in Paraguay — you cannot apply from abroad. Most applicants hire a local immigration attorney or gestor to prepare and submit documents, which is highly recommended. The typical timeline from document submission to approval is 2–6 months. During the processing period, you may stay in Paraguay or travel in and out on tourist entry as needed.
The Cédula
Upon approval, you receive permanent resident status and are issued a Paraguayan cédula de identidad para extranjeros — a national ID card valid as identification. This cédula allows you to open bank accounts, purchase property, register vehicles, sign contracts, and operate a business in Paraguay with the same rights as permanent residents.
Path to Citizenship
Paraguay offers one of the faster citizenship timelines in Latin America for residents. After 3 years of continuous permanent residency, you can apply for Paraguayan citizenship and passport. Paraguay permits dual citizenship, so you do not need to give up your existing passport. The Paraguayan passport provides visa-free access to most of Latin America, the EU Schengen zone, and other destinations.
Cost Estimate
Total costs including attorney fees, document apostilles, translations, medical exams, and government fees typically run $1,500–3,000 USD. This is a one-time cost for permanent status — not an annual renewal fee. Some applicants who are comfortable with the process do it themselves for lower cost, but most find the attorney fee well worthwhile for the certainty it provides.
Living in Paraguay
Asunción, Paraguay’s capital and largest city, is an affordable, pleasant city with good infrastructure and a growing expat community. Cost of living runs $800–1,400/month for a comfortable lifestyle. The country is stable, has a growing economy, and is the only country in South America that has never experienced hyperinflation. For those willing to live outside traditional expat hubs, Paraguay offers excellent value and a genuinely low-profile, tax-efficient life.
