Paraguay Fiscal Address (Domicilio Fiscal) for Foreign Residents

When you register for a RUC in Paraguay, the tax authority does not ask you to upload a utility bill. It asks for your ID, a photo of you holding that ID, and an address you type into a form. That typed address becomes your domicilio fiscal, and it follows you into every bank file, invoice and tax certificate that comes afterwards.

This guide explains what the fiscal address is, how foreign residents set it, the 30-business-day rule for changing it, and how to keep it consistent with the proof of address your bank will ask for.

What Is a Domicilio Fiscal in Paraguay?

Your domicilio fiscal is the address the tax authority holds on file for your RUC. It is where you are located for tax purposes, and it decides which tax office handles your file.

The tax authority is the Dirección Nacional de Ingresos Tributarios (DNIT), created by Law 7143 to run Paraguay’s internal tax and customs system. It took over from the old Subsecretaría de Estado de Tributación (SET), so older guides and some bank staff still say “SET” when they mean DNIT.

For a foreign resident, the fiscal address sits next to two other details on the RUC. Under DNIT General Resolution 133, foreigners with temporary or permanent residency use their Paraguayan cédula number as their RUC number. The other detail is your registered economic activity. Together, those three items are what a bank, landlord or accountant sees when they check your RUC. Our Paraguay RUC guide covers the tax ID itself.

Watch: how the Paraguay RUC and tax residency fit together.

How Your Fiscal Address Gets Onto Your RUC

You declare it yourself. The RUC application is completed in DNIT’s Marangatu system, and the form asks for your department, district, neighborhood and street address.

DNIT’s list of required documents for individuals asks for a valid Paraguayan cédula or passport, scanned front and back, plus a clear color photo of your face holding the ID. It does not ask for a lease or a utility bill. Nobody checks the address at registration.

That makes this step look easier than it is. It is tempting to type in a hotel, an Airbnb or a friend’s apartment and move on. The address still becomes part of your official tax record, and it is the first thing that stops matching when you leave that place.

From our files: inconsistent address documents are one of the most common reasons Paraguay bank applications stall. The fiscal address is usually where the mismatch starts, because it was chosen in a hurry during the residency trip.

Why the Fiscal Address Matters After Registration

The address keeps doing work long after the RUC is issued. Four things depend on it.

It decides which DNIT office handles your file

DNIT General Resolution 79 sends small and medium taxpayers with a fiscal address in Asunción to one department and those with a fiscal address in Central department or the interior to another. Your address decides where your data updates and requests are processed.

You have 30 business days to update it

Article 8 of General Resolution 79 requires taxpayers to update any data on their RUC within 30 business days of the change, attaching the documents DNIT’s update checklist calls for. A move counts as a change.

Banks compare it with your other documents

Paraguayan banks must record your home address as part of customer due diligence (see our guide to bank KYC and proof of address in Paraguay). If your RUC shows one address, your lease another and your bank form a third, expect follow-up questions.

It supports your tax residency file

If you plan to ask DNIT for a tax residency certificate, you want an active RUC with current data. Our Paraguay tax residency guide explains the certificate and how people use it with their home-country tax authority.

Fiscal Address vs Residential Address vs Bank Proof of Address

These are three different things, and they work best when they all point to the same place.

If You Don’t Live in Paraguay Full Time

Many residents use Paraguay as a legal and tax base while spending much of the year elsewhere. That is exactly when the fiscal address gets awkward. The short-term rental ends, the lease was in someone else’s name, and the address on the RUC no longer points anywhere real.

There are two clean ways to fix it:

  • Keep a long-term lease in your own name. Our guide to renting in Paraguay as a foreigner covers how that works.
  • Use a registered residential address. Our Paraguay Residential Address Service provides a physical street address in Paraguay with an official lease agreement, set up remotely, usually within 24 hours of receiving your passport copy. It is a real street address, not a PO box or virtual office.

Whichever you choose, use the same address everywhere: on the RUC, on your bank forms and on your lease.

How to Change Your Fiscal Address

You change it with a RUC data update in Marangatu, within 30 business days of moving.

  1. Log in to Marangatu with your confidential user access key (clave de acceso).
  2. File a RUC data update with the new department, district, neighborhood and street address.
  3. Attach any supporting documents DNIT’s update checklist asks for, as legible PDFs.
  4. Tell your bank. Updating the RUC does not update your bank file.

If an accountant registered your RUC, they can usually file the update for you. If we set up your RUC through our Paraguay RUC service, ask us and we will walk you through it.

Frequently Asked Questions

Do I need a utility bill to register a RUC in Paraguay?

No. DNIT’s list of required documents for individuals asks for a valid Paraguayan cédula or passport (front and back) and a color photo of your face holding it. You declare your address in the Marangatu form.

What is my RUC number as a foreign resident?

Foreigners with temporary or permanent residency use their Paraguayan cédula number as their RUC identifier, under DNIT General Resolution 133.

Can my fiscal address be a hotel or an Airbnb?

DNIT does not check the address when you register, but it should be an address you can keep using. A temporary stay stops working once you leave, and your bank will ask for documents tied to your address.

How long do I have to update my fiscal address after I move?

30 business days. Article 8 of DNIT General Resolution 79 requires RUC data changes to be updated within that period, through Marangatu.

Is the SET the same as the DNIT?

DNIT replaced the SET. Law 7143 created the Dirección Nacional de Ingresos Tributarios to run internal taxes and customs, and it now manages the RUC and the Marangatu system.

Can I use a registered address service for my Paraguay paperwork?

Yes, that is what it is designed for. Our Paraguay Residential Address Service provides a physical street address with an official lease for banking, residency compliance and government filings. We confirm how you plan to use it during onboarding.
