Paraguay Cédula Renewal

We manage your Paraguay Cédula Renewal from start to finish. Our local specialists, supported by licensed counsel where required, prepare and file your application on your behalf. The end result: a renewed Paraguay cédula in your name, once your permanent admission card is current.

You already hold permanent residence. The ten-year cédula is due, and the citizen counter is the wrong line. A Paraguayan renews an expired card by presenting that card. A foreign permanent resident renews the Migraciones carnet first, then files the Identificaciones foreigner packet.

This page is the filing. The document-by-document walkthrough is how to renew a Paraguay cédula as a permanent resident. If you still hold temporary residency, this is the wrong service. Paraguay residency renewal is the temporary-to-permanent conversion.

What this filing is

Two offices. Migraciones renews the carnet de admisión permanente every ten years so you can request renewal of the cédula, under Ley N° 6984/22. Identificaciones, at Denis Roa and Avenida Boggiani, renews the cédula under Artículo 27 of Resolución N° 717/26. People treat the two cards as one because both run ten years. They are not.

How to qualify

You need permanent admission already granted, not a first residency and not a temporary card. Artículo 27 asks for the expired cédula or a police report if it was lost, a notarized copy of the permanent carnet, an INTERPOL report and a certificado de vida y residencia each legalized through Talento Humano and the Comandancia, a notarized copy of your current home-country ID, a notarized copy of the current registro de extranjeros card, and police antecedentes from Identificaciones.

Bring the originals. Full-page copies. An open police matter does not clear at the photo booth. The file goes to the department’s legal office, and that is a stopped clock.

Application process

We read the expiry dates on the Migraciones carnet, the cédula, and the registro de extranjeros card. If the carnet is expired, that filing goes first. Notarized copies, the vida y residencia chain, INTERPOL, and antecedentes are sequenced so Identificaciones is the last window, not the first. You keep the contraseña and collect a chip card yourself.

Artículo 27 does not print a delivery time. A government services listing shows 15 to 45 days for the foreigner cédula. The citizen page’s 20 business days at the central office is a different procedure. Certificate appointments before the filing are usually the long part.

What you receive

  • A current carnet de admisión permanente when the old one has expired or is about to
  • A renewed Paraguay cédula in your name
  • The filing order and the originals checklist, so a cropped copy or a skipped legalization does not burn the trip
  • A straight answer if the better file is citizenship instead of another decade on the foreigner list

What MLL does

You hire MyLatinLife. Local specialists handle the mesa, the notary path, and the police legalizations. We coordinate which card is actually blocking the renewal, which copies have to be apostilled, and whether a jurisdictional address is missing before anyone books a flight. A residential address is a separate setup when vida y residencia has no comisaría to sign it. Apostille requirements cover home-country documents Migraciones still asks to see.

Who this service is not for

  • Temporary residents converting to permanent status. Use residency renewal.
  • People with no Paraguay residence yet. Start at Paraguay residency.
  • Paraguayan citizens renewing their own cédula. That counter is the expired card, not this packet.
  • Anyone who wants a guaranteed pickup date. Identificaciones does not print one on the foreigner page.

After you book

On the call we confirm which of the three cards is expired and whether you are in-country or flying in. If you engage us, the next step is a document list matched to Artículo 27 and the Migraciones carnet page, then scheduling with the local team. You do not start notarizing a first-time birth-certificate packet unless the window has a specific gap. Government fees, notary, translations, and apostilles are separate from our coordination.

Carnet renewal: Dirección Nacional de Migraciones, renovación de carnet permanente, Ley N° 6984/22, fee Gs. 468,308, plus Gs. 234,154 if personal information changes. Cédula renewal for foreigners: Departamento de Identificaciones, Artículo 27, citing Resolución N° 717/26. Citizen expiry renewal, for contrast only: expired cédula, Gs. 8,500, 20 business days at the central office.

Frequently Asked Questions

What does Paraguay cédula renewal include for a permanent resident?

Coordination of the ten-year renewal: the Migraciones permanent card if it is due, then the Identificaciones foreigner packet, through delivery of the renewed cédula. It is not a first residency and not a temporary-to-permanent conversion.

How much does Paraguay cédula renewal cost?

Our coordination fee is quoted on the call. It is not listed on this page. Government tariffs we can state are the carnet renewal at Gs. 468,308 and the cédula fee published at Gs. 8,500. Notary, INTERPOL, antecedentes, translations, and apostilles are extra and vary by file.

Can I renew a Paraguay cédula the way a citizen does?

Not while you are a foreign permanent resident. Citizens present the expired card. Permanent residents use Artículo 27. Finished naturalization is what moves the next card onto the citizen list. An open citizenship case does not.

Do I have to be in Paraguay?

Yes for the filing, and yes again to collect an electronic chip card. The department’s delivery rule is that the holder picks up a chip cédula. Vida y residencia also has to come from the jurisdiction where you are registered, so a hotel week with no address often fails before Identificaciones.

What if Identificaciones refuses the file?

The usual refusals are an expired carnet, a vida y residencia that never went through Talento Humano and the Comandancia, a lapsed registro de extranjeros card, or an open antecedentes matter sent to legal review. We screen those before you fly. We do not guarantee approval or a pickup date. Government fees already paid are not refundable.

Is this the same as Paraguay residency renewal?

No. Residency renewal on this site is temporary residency converting to permanent residency. This service is for people who already have permanent residence and need the ten-year cédula renewed.
