Paraguay Bank KYC: Proof of Address and Documents for Foreigners

Under Paraguay’s anti-money-laundering rules, your home address is part of the minimum information a bank has to collect about you. Even at the lightest level of due diligence the regulator allows, the list is the same: full name, ID type and number, nationality, address, phone or email, and occupation.

That is why every Paraguayan bank asks foreigners where they live, and why a weak answer slows an account down. This guide covers what banks ask for, which address documents work, and how to avoid the mismatches that cause most delays.

Why Paraguayan Banks Ask for Your Address

Banks in Paraguay are regulated entities (sujetos obligados) under the anti-money-laundering system run by the Secretaría de Prevención de Lavado de Dinero o Bienes (SEPRELAD). SEPRELAD Resolution 70 sets the prevention rules for banks and financieras and requires a risk-based approach: simplified due diligence for lower-risk customers and enhanced due diligence for higher-risk ones.

SEPRELAD Resolution 254 amended the customer identification articles. Under Article 26, even the simplified regime keeps your domicilio (home address) and your occupation on the minimum list. A bank cannot skip the address question, however small your account is.

Expect follow-up questions about your address, income or source of funds. That is normal, and it is not a sign the application is being refused.

The KYC Document Stack for Foreigners

Most viable Paraguay bank files are built on the same core documents. Each bank keeps its own checklist, so treat this as the common core rather than a guarantee:

  • Passport and a valid Paraguayan cédula, temporary or permanent depending on the bank
  • RUC, or proof of your RUC registration where the bank requires it (see our RUC guide)
  • Proof of address in Paraguay
  • Occupation or income evidence, such as an employment letter, tax returns, an accountant letter, pension proof or business records
  • A source-of-funds explanation for the money you plan to deposit
  • Bank-specific forms, signed in person in Asunción

Clients most often ask us about Visión Banco, Banco Continental, Itaú Paraguay and Banco Atlas. The better question is which bank is realistic for your profile right now, which is what our Paraguay bank account service works out before you travel.

What Counts as Proof of Address

There is no single national list. Each bank decides which documents it accepts. These are the ones that come up most on our clients’ files:

DocumentHow banks treat itWatch out for
Lease agreement (contrato de alquiler) in your nameStrongMust match the address on your RUC and bank forms
Utility bill for the address, e.g. ANDE (electricity) or ESSAP (water)Strong if in your nameBills are often in the owner’s name, so bring the lease too
Hotel or short-term rental receiptSome banks accept it at openingStops being useful the day you check out
Foreign address onlyRarely enough on its ownBanks want a Paraguayan address tied to your residency

The strongest file is a lease in your own name at an address that also appears on your RUC and on every form you sign at the bank.

Why Address Consistency Matters More Than the Document

Most delays on Paraguay bank files come from three things: a missing RUC, inconsistent address documents, or a weak explanation of how the account will be used. Address problems are the easiest of the three to avoid.

An address that appears on your lease but not on your RUC, or a bank form that lists an Airbnb you left weeks ago, gives the compliance team a reason to stop and ask. Pick one address and use it everywhere.

  • Put it on your RUC as your fiscal address (our guide to the Paraguay fiscal address explains how).
  • Make sure the lease or bill you bring shows exactly the same address.
  • If you move, update the RUC within 30 business days and tell the bank separately.

If You Don’t Live in Paraguay Full Time

This is where most foreign residents get stuck. You may spend a week in Asunción for residency and banking and then leave, and the short-term rental you used is gone by the time the bank asks for documents again.

Our Paraguay Residential Address Service exists for this situation. It provides a physical street address in Paraguay with an official lease agreement, set up remotely and usually ready within 24 hours of receiving your passport copy. Mail forwarding runs through your own courier account.

If a bank or authority flags the address itself as non-compliant, we fix it or refund you in full. It does not guarantee an account, because banks make their own KYC decisions, but it removes the address from the list of reasons to say no.

After the Account Is Open

KYC does not end at opening. Banks may ask for more documents later, for example about your tax status, funds, address or expected account activity. Keep your lease, RUC and bank file aligned, and tell the bank when your address changes rather than waiting for them to find out.

Frequently Asked Questions

Can I open a Paraguay bank account without a Paraguayan address?

It is rarely practical. Banks want local documents, usually a cédula, a RUC and a Paraguayan address. For most people the workable path is to complete residency first and then open the account as a documented resident.

Why does a Paraguayan bank ask about my occupation?

Occupation is on SEPRELAD’s minimum list of customer data, alongside name, ID, nationality, address and contact details. Banks must collect it even under simplified due diligence.

Do Paraguayan banks accept a foreign utility bill as proof of address?

Rarely on its own. Banks want an address in Paraguay. A lease or utility bill for a Paraguayan address is what they usually expect.

Do I need a RUC to pass KYC at a Paraguayan bank?

Often, yes. Many banks want a tax profile, not just immigration status, especially for mainstream accounts and fuller account functionality.

Will a residential address service guarantee my bank account?

No. Banks make independent KYC decisions. A compliant address with a lease removes one common problem, but the bank still reviews your whole file.
