Program Overview
Panama’s Rentista Retirado category is a deposit-interest residency permit. You do not qualify with a Social Security letter, a private pension, or remote-work income. You qualify by proving a monthly renta of B/.850 that comes only from interest on a five-year plazo fijo at Banco Nacional de Panamá or Caja de Ahorros.
SNM issues the permit as PPT-RR for five years, renewable for another five if you still meet the terms. That is a different product from Panama Pensionado, which is immediate permanent residency on a lifetime pension of at least B/.1,000 per month and no bank CD.
The official checklist is published by Servicio Nacional de Migración as Requisitos para Rentista Retirado (PPT-RR). The statutory hook is Artículo 196 of the immigration regulations (Decreto Ejecutivo 320 of 2008, as amended), sitting on Ley 9 of 24 June 1987 and Decreto Ley 3 of 22 February 2008.
Benefits of the Panama Rentista Visa
- No pension letter required — this path is for people who can park capital in a Panamanian state bank CD, not for retirees with a lifetime pension (that is Pensionado)
- Named banks, named rule — Banco Nacional de Panamá or Caja de Ahorros; five-year plazo fijo; interest free of liens
- Five-year card, renewable — SNM states the permit is granted for five years and may be extended for the same term
- Dollarized filing environment — balboas and US dollars circulate at par, which makes the B/.850 floor easy to reason about
- Dependents can be added — the SNM checklist has a specific dependent packet (kinship, responsibility/repatriation letter, domicile; adult dependents under 25 also need single-status and study certificates)
- Same country stack as other Panama SKUs — banking, company formation, and Pensionado remain available if intake shows a better fit
Ley 9 of 1987 is the incentive statute the SNM checklist cites. Withdrawing the plazo fijo after the first five years, or breaking the terms of that law and the immigration decree, causes loss of the incentives and rights the law grants — that warning is on the official PDF. We do not invent a discount menu on this page; Pensionado’s restaurant/utility list is a different statute.
How to Qualify
You qualify when you can document B/.850 per month of interest from a five-year, unencumbered plazo fijo at Banco Nacional de Panamá or Caja de Ahorros, and you can assemble the SNM civil packet (power of attorney, passport, police certificate, health certificate, sworn personal-history form, bank certification, and authenticated CD copy).
Income rule (Art. 196): B/.850 per month, exclusively from interest on a fixed-term deposit of at least five years at Banco Nacional de Panamá or Caja de Ahorros. The interest must be free of liens or guarantees. The principal needed to produce B/.850/month is a bank-rate question, not a figure published on the SNM checklist — we confirm it against the current CD rate before you lock funds.
The principal that produces B/.850/month is not printed on the SNM checklist. It moves with the bank’s published CD rate. Do not wire a guessed amount from a forum post. Intake confirms the current rate and the certification language SNM expects from the bank.
If your income is a lifetime pension, stop and read Panama Pensionado instead. If you want a company-based file, see Panama residency via company formation.
What You Receive
- Fit screen — Rentista vs Pensionado vs company / investor, before you lock a CD
- Document checklist mapped to the SNM PPT-RR PDF — power of attorney, photos, passport copy, police certificate, health certificate, sworn form, bank certification, authenticated CD, dependent extras if needed
- Bank-letter scope — the certification must state amount, interest, term, and that the deposit is free of encumbrances
- Filed SNM application — local specialists submit and follow the file
- Renewal briefing — the same SNM note: five-year grant, renewable for the same term, prior requirements again (police certificate excepted on the official prórroga list)
What MLL Does
- Confirms this is the right Panama category before you immobilize capital
- Coordinates local immigration specialists (and licensed counsel where the file requires it)
- Builds the SNM packet in the order the checklist actually asks for
- Flags Pensionado, company, or Qualified Investor when your facts do not match Art. 196
- Stays on the file through submission and SNM questions
MyLatinLife is the concierge. Servicio Nacional de Migración decides the permit. The bank decides whether it will issue the plazo fijo and the certification. We do not override either.
Total Cost Overview
| Cost item | Who it is paid to |
|---|---|
| MLL concierge fee | MyLatinLife via Stripe on this page — coordination and filing, not the CD |
| Plazo fijo principal | Banco Nacional de Panamá or Caja de Ahorros — sized to produce B/.850/month of interest at the then-current rate; this is your capital, not an MLL fee |
| SNM / government filing fees | Panama authorities — pass-through; confirmed at intake against the current fee schedule |
| Apostilles, translations, police/health certificates | Issuing offices and translators — pass-through |
| Travel for biometrics / card pickup | You — Panama filings are in-person at the steps SNM requires |
Who This Service Is Not For
- You have a lifetime pension of B/.1,000+ per month — use Panama Pensionado. That is immediate permanent residency and does not require a five-year CD.
- You will not lock funds in a five-year plazo fijo at Banco Nacional de Panamá or Caja de Ahorros. Other banks do not satisfy Art. 196.
- Your “renta” is salary, dividends, rentals, or crypto yield — SNM requires interest from that specific CD, exclusively.
- You need local employment authorization as the point of the file — this is not a work-permit product.
- You want a DIY form pack or a guaranteed approval — this is concierge filing; SNM and the bank each have a veto.
The Process
- Purchase or consult — pay the MLL fee on this page, or book a call first if the CD vs Pensionado question is still open.
- Fit confirm — we check income source, dependents, and whether Art. 196 actually matches your facts.
- Bank step — plazo fijo sizing against the current BNP / Caja de Ahorros rate; certification language from the SNM list (amount, interest, term, unencumbered).
- Civil packet — apostilled police certificate, health certificate, passport copies, notarized power of attorney naming parents’ names and nationalities, sworn personal-history form, photos.
- SNM filing — local specialists file PPT-RR and answer office queries.
- Decision and card — if approved, the permit is issued for five years; we brief the renewal rule from the same official PDF.
SNM does not publish a guaranteed processing clock on the Rentista checklist. Timeline depends on bank certification, apostilles, and Migración load. We confirm a working estimate at intake.
After You Purchase
- Stripe receipt and a written intake list within one business day.
- Fit call or written screen: Rentista vs Pensionado vs another Panama route.
- Bank-certification template and civil-document order so you do not apostille the wrong papers first.
- Local specialists file once the CD certification and civil packet are complete.
- Status updates through the SNM decision; handoff notes for the five-year card and later prórroga.
Panama Rentista vs Pensionado — Which Fits?
| Question | Rentista Retirado (this page) | Pensionado |
|---|---|---|
| Income type | Interest only, from a 5-year CD at BNP or Caja de Ahorros | Lifetime pension (SS, private, military, government) ≥ B/.1,000/mo |
| Capital lockup | Yes — plazo fijo, minimum five years, unencumbered | None |
| Status on approval | 5-year PPT-RR, renewable | Permanent residency immediately |
| SNM code | PPT-RR (Art. 196) | PRP-JP (Art. 200) |
If both could theoretically work, Pensionado is usually the cleaner file: no immobilized CD, and permanent residency on day one. Rentista exists for people who have capital but not a qualifying lifetime pension.
Program Authority and Legal Basis
Servicio Nacional de Migración publishes the current filing list as Requisitos para Rentista Retirado (PPT-RR). The checklist cites:
- Constitución Política de la República de Panamá
- Ley 9 of 24 June 1987
- Decreto Ley 3 of 22 February 2008
- Decreto Ejecutivo No. 320 of 8 August 2008, Artículos 196, 197, 198 and 199, as amended by Decreto Ejecutivo No. 26 of 2 March 2009
- Ley 38 of 2000
Artículo 196 is the operative eligibility sentence: B/.850 monthly, exclusively from interest on a five-year plazo fijo at Banco Nacional de Panamá or Caja de Ahorros, free of gravamen. The same PDF states the permit is granted for five years and may be prorogued for an equal term. We treat that document as the source of truth for this page and re-check it at intake if SNM revises the PDF.

Frequently Asked Questions
Is Panama Rentista the same as Panama Pensionado?
No. Pensionado is immediate permanent residency on a lifetime pension of at least B/.1,000 per month. Rentista Retirado (PPT-RR) is a five-year renewable permit funded by B/.850 per month of interest from a five-year CD at Banco Nacional de Panamá or Caja de Ahorros. If you have the pension, start at Panama Pensionado.
How much do I have to deposit?
The SNM checklist does not publish a principal amount. It publishes the interest floor: B/.850 per month from a five-year, unencumbered plazo fijo at the two named banks. The deposit that produces that interest depends on the bank’s current rate. We size it at intake instead of quoting a stale forum figure.
Can the CD be at any Panama bank?
No. Artículo 196 names Banco Nacional de Panamá or Caja de Ahorros. A CD at a private bank does not satisfy this category.
Do I get permanent residency on day one?
Not on this category. SNM grants PPT-RR for five years, renewable for the same term. Immediate permanent residency is the Pensionado (and some investor) story, not Rentista Retirado.
What if Servicio Nacional de Migración rejects the file?
SNM makes the decision. We prepare to the official checklist and work any repair SNM allows. The plazo fijo principal stays at the bank under the bank’s contract. Government fees, apostilles, and translations are not an MLL refund. The MLL fee pays for concierge filing, not a guaranteed card.
Can I take the money out after I get the card?
The official PDF warns that withdrawing the plazo fijo at any time after the first five years, or breaking the terms of Ley 9 of 1987 and the immigration decrees, causes loss of the incentives and rights that law grants. Treat the CD as part of the immigration condition, not spare cash.
Does this include a Panama bank account for everyday use?
The plazo fijo is a specific product at BNP or Caja de Ahorros. Everyday personal banking is a separate SKU — see Panama bank account for non-residents.
Important: Servicio Nacional de Migración decides the file. The bank decides the plazo fijo. This is not Panama Pensionado (lifetime pension, immediate permanent residency) and not legal, tax, or investment advice. Confirm the current SNM checklist and bank rate before you move capital.
