Ocean Builders makes floating homes — SeaPods and EcoPods — with a factory and demo units on Panama’s Caribbean coast near Linton Bay / Puerto Lindo. Chad Elwartowski, Grant Romundt, and Rüdiger Koch are the names attached. It is seasteading hardware with a Panama address, not a micronation.
The My Latin Life Podcast covered floating-country ideas. This page is the standalone LatAm product: what you can actually visit, what law you are under, and why a pod is not a flag.
Educational only. Zone rules, maritime status, and Honduran ZEDE politics change. A campus, free zone, seastead, or pop-up is not a passport. Confirm live with counsel. Not legal or tax advice.

Short answer
You can look at demo pods in Panama, talk to the company about a build, and still be in Panama. Coastal and marina-zone structures sit in Panamanian maritime space. A future “beyond the horizon” pitch does not erase the host state you just flew into. Rose Island is what happens when a platform declares a republic next to a real navy.
What Ocean Builders is
Prefabricated elevated pods: living space above water, steel structure below, solar and desalination in the marketing. Shallow-water and deep-water variants exist in the brochure, including an underwater chamber used for an endurance record. The company also talks EcoPods that can sit on land or water. Public sales copy has quoted six-figure purchase prices; confirm live. A rental pod has been offered for overnight stays.
The founders came out of the Seasteading Institute message-board world. The company sometimes stresses it sells housing, not a country. Believe both halves: the hardware is real enough to photograph; the jurisdiction is still a host-state problem.
Panama as the test bed
Panama gave them a factory, Canal logistics, a dollarized economy, and a Caribbean test site a couple of hours from Panama City. That is why this page is in the Latin America remainder, not only under a generic seasteading explainer. Bocas del Toro and the Pearl Islands show up in expansion talk. Expansion talk is not a permit.
If you want to live in Panama on land, use a residency path. If you want a week on a pod, that is tourism plus a private contract. Do not mix them in a bank KYC form.
The Thai episode
Before Panama, an experimental pod off Thailand ended with authorities taking the structure. Elwartowski and his partner left. That episode is why serious seasteaders now look for a host that will tolerate a marina-zone prototype instead of a surprise republic twelve nautical miles out. Panama is the tolerance test, not a UN application.
Seasteading is hardware. Residency is a stamp.
We help with the stamp — Panama, Honduras, and the rest of the stack — not with declaring a navy.
Not a new country
Directory rung: seasteading, live, Panama. A pod in a marina is closer to a houseboat with better PR than to Liberland. Flag, insurance, and waste are the adult questions. The idea page, when it ships, is what is seasteading; until then use this LatAm hardware page and Rose Island as the caution.
How it fits a flag stack
Physical flag: a novelty week, maybe a residence if Panama law and your wallet agree. Company flag: only if you are buying or building pods, not because you slept in one. Tax flag: sleeping on water does not exit the IRS. Passport: no.
Insurance and classification are the unsexy blockers. A thing that is not quite a yacht and not quite a house sits in a gap that underwriters hate. Until a flag state and a classification society are boring, this is a prototype with guests, not a municipal utility.
Clients who send SeaPod renderings usually need a Panama residency conversation and a reality check on Bocas vs Linton Bay vs a condo in Panama City. We can do that call. Bring the brochure. Leave the navy.
Before you book a SeaPod
Write down the job in one sentence. If the sentence contains the word visa, residency, passport, or tax home, you are on the wrong product page and should open a national immigration guide. If the sentence is about goods, a campus job, a floating prototype, a longevity season, or export produce, you are in the right aisle — then still add the host-country stamp as a second sentence.
Ask about flag, insurance, waste, and how far from shore the unit will sit. A render of dolphins is not a classification society.
Bring counsel who already files in that country. Do not hire a Twitter jurisdiction broker. MyLatinLife’s bias is boring: classify the rung, file the country, treat the experiment as optional overlay.
Frequently Asked Questions
What is Ocean Builders?
A company building floating SeaPods / EcoPods, with a Panama factory and demo units near Linton Bay.
Can I live in a SeaPod as a Panamanian resident?
Living aboard is a maritime and immigration fact pattern. Get lawful stay in Panama first. The pod is not a visa.
Is this seasteading outside all countries?
The units people can visit sit in Panama. Open-ocean pitches are a different, harder legal problem.
Did Thailand shut them down?
An earlier experimental pod off Thailand was taken by authorities. Panama is the later test bed.
Is Ocean Builders the same as a ZEDE?
No. A ZEDE is a Honduran special jurisdiction on land. Ocean Builders sells floating structures.
