Panama is not a show-up-and-inspect destination like current US-to-Mexico cat entry. A dog or cat from the United States needs a USDA-accredited health certificate, APHIS endorsement, a Panamanian diplomatic-office stamp, and a MINSA notice at least three days before arrival. Health Certificate and Consulate Stamp
APHIS (file last modified 30 July 2025 — re-check the live page before you book):
- Health certificate signed by a USDA-accredited veterinarian and endorsed by APHIS.
- After that, the certificate must be stamped and signed by a Panamanian embassy or consulate in the United States.
- If your state has no Panamanian diplomatic office, APHIS points you to the State Department Office of Authentications in Washington, DC.
- APHIS note: effective 31 December 2020 Panama temporarily waived the apostille — the consular stamp/signature after APHIS endorsement still remains.
Use the dog or cat certificate PDF linked from the APHIS Panama page. Digital APHIS endorsement is accepted on that file; you still print the endorsed certificate and walk it through the consulate step.
Notify MINSA Three Days Out
The owner must notify Panama at least three days before arrival by completing the “Home Quarantine Request” (APHIS links the form from minsa.gob.pa) and emailing it to cam@minsa.gob.pa with:
- A scan of the health certificate
- Arrival date, time, flight number, and airline
That form name is APHIS’s language — it is a pre-arrival notice, not a DIY 30-day lockup you invent. Follow whatever MINSA replies. Do not skip the email because a Facebook group said “we just walked through Tocumen.”
Rabies Timing and Age
APHIS: Panama requires dogs, cats, and ferrets to be vaccinated against rabies from 3 months of age, and at least 30 days must have passed since the first rabies vaccination. Therefore animals under 4 months of age are not allowed into the country. A 10-week puppy is not a Panama problem you can charm at the counter.
Airline Layer
Copa is the usual connecting airline through Tocumen. Confirm cabin vs cargo in writing. A consulate-stamped certificate does not reserve a crate. If you connect through a third country, you may pick up that country’s transit rules too.
Build a calendar backward from the flight: consulate appointment (often the slow step), then APHIS endorsement, then the accredited-vet exam, then the MINSA email three days out. People who start at the vet first end up with a certificate that expires while they wait for a consulate slot.
What this page is not
APHIS last modified the Panama file on 30 July 2025. We are not inventing a current fee, a guaranteed Tocumen wait time, or a claim that “home quarantine” means a government kennel. It is a named MINSA form. Read the reply you get from cam@minsa.gob.pa.
After you land, treat rentals the same as anywhere in this series: towers in Punta Pacífica and Casco Viejo buildings can ban large dogs. Get it in the lease. Human path: Panama residency or Pensionado.

Suggested timeline
- 6–8 weeks out: Find the nearest Panamanian consulate and ask their current pet-certificate hours. This is the step that slips.
- 4 weeks out: Confirm the airline pet slot and that the dog is at least four months old with rabies given ≥30 days earlier.
- Then: USDA-accredited exam → APHIS endorsement → consulate stamp → MINSA email three days before wheels-down.
Compared with Mexico, Panama is slower and more diplomatic. Compared with Colombia, you add a stamp and a government email. People who treat Panama like a Mexico land-border run get stuck at Tocumen or at the consulate the week of the flight.
Document folder: endorsed original, consulate-stamped original, MINSA email printout or phone screenshot, rabies certificate, and the airline pet confirmation. Do not check the only copy.
Do not treat a cabin upgrade or an ESA letter as a replacement for the consulate stamp. MINSA and the airline are different windows. If the dog is a genuine trained service animal, you still complete the APHIS + consulate + MINSA path unless MINSA tells you otherwise in writing.
Panama City apartments and Coronado condos are the usual pet-friction after a clean Tocumen arrival — not the ministry. If you have not picked a neighborhood, hotel week one, then a furnished rental, same as our other Panama logistics pages. Do not sign a year lease in a no-pets tower because the listing photos had a French bulldog.
If you are driving or connecting through Costa Rica with the same dog, that is a second country file — Costa Rica pet rules are MAG/APHIS, not MINSA.

Yes, on paperwork. Mexico’s current US-dog file is a 5-day screwworm inspection plus OISA. Panama adds APHIS endorsement, a consulate stamp, and a 3-day MINSA notice.
Can I skip the consulate if APHIS already endorsed the form?
Not on the current APHIS file. Apostille was temporarily waived; the diplomatic-office stamp was not.
How young can the pet be?
Not under four months — because of the 3-month rabies start plus the 30-day wait after the first shot.
