Military Pension for Rentista and Pensionado Visas in Latin America

US military retirement pay from DFAS is treated as a government pension by most Latin American immigration offices — the same bucket as Social Security or FERS, not as a paycheck. That is why pensionado visas fit 20-year retirees at 38–45 in a way digital-nomad visas never will.

Not tax advice. US citizens remain worldwide taxpayers. VA disability compensation is generally federal-tax-free; DFAS retired pay is typically taxable. Confirm your situation with a US CPA who works with military retirees abroad.

Does military pension qualify?

Yes, when it is current lifetime retired pay documented through DFAS. Panama’s live service page lists qualifying sources as Social Security, private, military, government, or foreign pension. Dominican Republic filings we run treat military retirement the same way as Social Security and corporate pensions. Honduras pensionado wants pension-only proof at $1,500/month — DFAS fits; a consulting invoice does not.

What does not automatically qualify: VA disability standing alone, a last active-duty LES, Guard/Reserve eligibility that has not started paying, or a forecast of Social Security at 62. Consulates buy receipt, not a career story.

Request statements from DFAS Retired and Annuitant Pay. Keep VA paperwork from VA.gov as a supplement, not the lead exhibit.

Pensionado vs rentista for veterans

Pensionado means pension. You prove lifetime retirement income. Military retired pay is the cleanest story in that category. Rentista means broader passive or stable income — rent, dividends, a documented remote contract, sometimes the same pension at a higher floor.

If you are 42 with DFAS and maybe VA, file pensionado wherever that product exists. If DFAS is short and you also have rentals or a post-retirement contract, rentista (Honduras $2,500, DR $2,000, Costa Rica $1,000 pensionado vs $2,500 rentista) is the better label. Do not force a pensionado packet to carry gig income; officers notice the mismatch.

Panama-specific trap: Panama Rentista Retirado is interest on a local bank CD, not DFAS. Veterans with a military pension want Panama Pensionado. Those are different SNM products.

Country-by-country — does military pension count?

Lead with DFAS gross, then pick the row that actually clears. Rank does not change the visa category. Monthly dollars do.

How the math actually works

An E-7 retiring at 20 years often lands roughly $2,800–$3,500/month DFAS before COLA — illustration, not your LES. That clears Panama ($1,000), Costa Rica ($1,000), DR/Honduras pensionado ($1,500/$1,500), and usually Nicaragua ($600). It does not clear Mexico’s direct permanent pension path at $7,400. That is the surprising split we see on consultations: Mexico is the lifestyle pick, Panama is the floor pick.

An O-3 at 20 years often clears Mexico permanent and Panama on DFAS alone. An E-5 at 20 years often sits above $1,000 and below $7,400 — Panama, DR, and Honduras become more attractive than waiting for Mexico permanent. VA disability (tax-free federally) pays the grocery bill; it rarely moves the consulate’s pension line.

CRDP and CRSC restore retired pay that VA disability would otherwise offset. For visa math, officers usually care about the DFAS retiree-account gross, not the tax-free VA line. Bring both letters. Label which is pension and which is disability on a one-page cover sheet.

FERS civilian annuities sit in the same pensionado bucket as DFAS. Dual-status retirees (military plus federal civilian) should lead with the higher stable pension line and attach both letters.

The document packet consulates actually want

Start with a DFAS letter on letterhead showing lifetime monthly entitlement — not last month’s LES, which looks like active pay. Add 12 months of bank statements that match the letter. Mexico is the strictest on the average; one fat deposit does not fix eleven thin ones.

  • DFAS retiree account statement — gross monthly retired pay, name matching the passport, statement date recent enough for that consulate (often within 90 days)
  • Retirement orders or DD-214 — status, not income
  • VA award letter — supplemental only; never the sole Panama Pensionado exhibit
  • Bank statements — 12 months; deposits should look like the DFAS gross after known allotments
  • Apostilled FBI identity history summary — start 8–12 weeks out; veterans with 20 address changes stall here. See how long an apostille takes
  • Certified Spanish translation — apostille first, translate second. Reversed order is a wasted fee

Cover sheet that gets read: page 1 identity and visa category; page 2 income table (DFAS gross, VA supplemental, household total); page 3 document index with apostille dates. Loose PDFs get shuffled.

Guard and Reserve retirees waiting on age-60 retired pay are in a documentation gap. Projected eligibility is not current receipt. Book a consultation before you assume pensionado if DFAS is not depositing yet.

Country notes for veterans

Use the table for floors. Use this section for the filing personality of each program — that is where veteran packets actually break.

Panama — the default DFAS fit

Panama Pensionado is the program that names military pension in plain language. Floor $1,000/month plus $250 per dependent. Permanent residency on day one. Local employment is not the point of this visa; foreign pension and business ownership are. Discounts on some services are real and secondary to the immigration outcome. Presence to keep PR is light (overnight every two years on the index). Full veteran walkthrough: military pension and Panama Pensionado.

Panama is the cleanest military-pension fit in the region: lifetime pension letter, $1,000 floor, permanent residency on day one.

Mexico — community first, floor second

Mexico is not branded pensionado. Temporary residency runs about $4,400/month or $74,000 savings; direct permanent via pension is about $7,400 or $296,000 savings. Consulate variance is the rejection we see most: Houston, Guadalajara, and Phoenix do not read the same bank PDF the same way. Lake Chapala and Mérida have the veteran density. Drive-to-Texas healthcare is the other reason people pick it. Detail: military pension for Mexico residency and the Mexico Residency service page.

Costa Rica — same $1,000 idea, different clock

Costa Rica pensionado also sits at $1,000/month lifetime pension, but it is temporary-first, not Panama-style instant PR, and naturalization is a longer clock. Veterans pick it for CAJA and infrastructure, not for cheapest paperwork. Rentista is a different product ($1,000 pensionado vs $2,500/month or a $60,000 deposit). See Costa Rica residency and Costa Rica Rentista.

Dominican Republic

DR pensionado at $1,500/month; rentista at $2,000 if the mix is broader. Military retirement is accepted in MLL practice. Territorial tax on foreign income still sits next to a US 1040 — get a CPA, do not assume the DR filing erases DFAS tax. Citizenship narrative is among the faster ones in the region (~2 years on the index). Presence is not a Panama-style overnight, but avoid a 12-month continuous absence.

Honduras

Honduras pensionado $1,500/month; rentista $2,500. Permanent residency immediately, one visit a year to maintain, three-year naturalization path. That combination is a flag-theory product, not a Lake Chapala lifestyle product. Roatán is the veteran beach ask; the visa is filed as Honduras, not as an island loophole.

Guatemala and El Salvador

Guatemala pensionado is a government-pension category at $700/month with a permanent-residency framing on the live Guatemala Rentista / Pensionado page; rentista is $1,250 for broader passive income. El Salvador pensionado is about $1,095/month with a real 90-days-per-year presence rule — that is friction vs paper Plan B. USD economy is the draw. Service: El Salvador rentista and pensionado.

Ecuador

Pensionado (officially the jubilado visa) requires about $1,446/month, three times Ecuador’s basic salary. Cuenca is the veteran-friendly dollar-economy base. Use an Ecuador document list. A Panama packet with the names swapped gets bounced. Veterans overview: Ecuador residency.

Nicaragua — lowest formal floor, not the default

Nicaragua pensionado cites $600/month including government, military, corporate pension, or Social Security, typically with an age floor around 45. That is among the lowest formal pensionado numbers in the region. Political and banking risk are the reason it is not the consultation default. Viable for budget retirees who have done that due diligence on purpose.

Paraguay — Plan B, not a pensionado beach

There is no pensionado visa. Paraguay residency has no fixed income or deposit requirement for temporary residency; permanent conversion requires documented income or resources, territorial tax, and very light PR maintenance. Weak TRICARE density. Common veteran stack: Mexico or Panama to live, Paraguay as the second flag. File sequentially unless the consultation says otherwise — two simultaneous first-time stories confuse officers.

What gets veteran applications rejected

The failures we see are documentation, not patriotism. Align the numbers before the appointment.

  • VA award letter submitted as the only income proof on a pensionado form
  • Bank deposits do not match DFAS gross (allotments unexplained)
  • Mexico packet uses one strong month instead of a 12-month average
  • Missing apostille on the FBI check, or translation done before apostille
  • Passport inside six months of expiry
  • Guard/Reserve “I will get paid at 60” treated as current pension
  • Panama Rentista CD paperwork attached to a DFAS Pensionado file

Consulate interviews for veterans are short when the packet is labeled. They ask whether this is permanent retirement or a sabbatical, where DFAS will land (US vs local bank), what health coverage you will use, and whether the FBI check is apostilled. Answer with documents, not speeches.

After approval — keep the pension proof alive

Renew cards 90 days out. Keep DFAS and VA proof-of-life / DEERS updates current from abroad; a paused deposit can wreck a renewal that needs to show active pension. Honduras: calendar the one-day-per-year visit. If you go back to a US W-2, your category may change on renewal — say so before you file the same packet again.

Direct deposit into a local account is a banking project after residency, not a visa shortcut. Mexico is the common first bank. See Mexico bank account assistance. US persons still file FBAR when aggregate foreign accounts exceed $10,000. LatAm territorial tax does not cancel a US 1040.

Cities veterans actually pick — Chapala, Mérida, Boquete, Las Terrenas, Cuenca, Roatán — are ranked separately: best Latin America cities for military veterans.

Frequently Asked Questions

Does a US military pension qualify for a pensionado visa?

Yes, when it is documented as lifetime retirement pay through DFAS. Panama lists military pension as a qualifying source on the live Pensionado service page. Dominican Republic and Honduras treat it as pension-class income in MLL filings. Floor amounts still have to clear — Panama is $1,000/month, not “any military retirement.”

Does VA disability count as pension income?

Usually no. Consulates want a retirement/pension award letter. VA compensation supports the household-solvency story and living expenses. Do not substitute a VA award letter for DFAS on Panama Pensionado. Bring both, labeled.

Does National Guard or Reserve retirement count?

Yes once DFAS is paying retirement as a current entitlement. Projected eligibility at age 60 is not the same as current receipt. Many pensionado programs want money arriving now, not a future start date.

What if my DFAS pension is under the country floor?

Pick a lower floor (Panama $1,000, Costa Rica $1,000, Nicaragua $600) or a non-pensionado path: Mexico Temporary at $4,400/month or $74,000 savings, Honduras rentista at $2,500, or Paraguay, which has no fixed income or deposit requirement for temporary residency; permanent conversion requires documented income or resources. Waiting on Social Security is a timeline, not a workaround you write into the current packet.

Can I use my spouse’s pension?

Panama adds $250/month per dependent on Pensionado. Mexico family filings use marriage certificates and apostilles. Do not assume one pension letter covers two adults without checking that country’s dependent add-on.

Panama Pensionado or Panama Rentista for a veteran?

Pensionado. Panama Rentista Retirado is an interest-on-a-local-CD path, not a DFAS path. If your income is military retirement, file Pensionado. Mixing the two products is how packets stall.
