The MPRP was established to provide non-EU nationals with Malta permanent residency through a defined investment structure. It replaced the earlier Malta Residence and Visa Programme (MRVP) with clearer requirements and stronger due diligence. Unlike the GRP (which is primarily a tax residency tool), the MPRP is simply about securing EU permanent residency for yourself and your family with a one-time outlay and no ongoing annual tax obligation tied to the program.

Once granted, MPRP holders and their dependents have the right to live, settle, and travel across the Schengen Area. There is no minimum presence requirement — you can hold the permanent residency as an option and visit Malta as desired without maintaining day-to-day residence. The property requirement must be maintained for at least 5 years.
