How to Get a Second Passport Legally: Every Path Explained

Every legitimate path to a second passport follows one of three routes: you were born with the right to it (descent), you earned it by living somewhere (naturalization), or you paid for it (investment). There is no fourth option. Anything else is fraud.

Here is every path, what it costs, how long it takes, and who it suits.

Path 1: Citizenship by Descent

If your parents, grandparents, or in some cases great-grandparents held citizenship in another country, you may have inherited the right to that citizenship. Many countries pass citizenship through bloodlines, sometimes across multiple generations.

Who it suits: Anyone with ancestry from a country that recognizes descent citizenship. Check your family tree before pursuing any other route — descent is almost always faster and cheaper.

Cost: Typically $500–3,000 in document fees, apostilles, translations, and legal assistance. In rare cases, free.

Time: 6 months to 5 years depending on country and consulate backlog. Italian descent citizenship can take years due to consulate backlogs; Mexican and Colombian descent are typically faster.

Path 2: Citizenship by Naturalization

Live in a country for the required residency period, meet the conditions (no criminal record, basic language or civics test in some countries, no extended absences), and apply for citizenship. This is the most common path for people without qualifying ancestry.

Who it suits: People who are willing to spend 3–10 years building a genuine connection to a country. Works well if you actually want to live there, or if you can split your time and meet minimum presence requirements.

  • Uruguay: 3–5 years depending on route
  • Chile: 5 years
  • Mexico: 5 years (2 years if married to a Mexican or have Mexican children)
  • Colombia: 5 years (2 years if married to Colombian)
  • Argentina: 2 years — one of the fastest but the passport and economic environment are weaker

Cost: Residency fees, annual renewals, legal assistance, and naturalization filing fees. Total all-in cost over the residency period: $10,000–30,000 depending on country and lifestyle.

Path 3: Citizenship by Investment (CBI)

Pay a government-approved donation or make a qualifying investment and receive citizenship within 3–18 months. These programs are offered by Caribbean nations, Vanuatu, Jordan, Turkey, and a small number of others.

Who it suits: High-net-worth individuals who need a second passport quickly and have $130,000–$250,000+ to deploy. Not a value-for-money play compared to naturalization, but fast when speed is the priority.

  • St. Kitts and Nevis — $250,000 minimum donation, 3–6 months, 157+ countries
  • Dominica — $100,000 minimum donation, 3–4 months, 145+ countries
  • Grenada — $235,000, 4–6 months, E-2 treaty with USA
  • Antigua and Barbuda — $130,000, 3–6 months
  • St. Lucia — $240,000, 3–6 months

What Is Not a Legal Path

Buying a passport directly, paying an agent who “has connections,” or purchasing documents is fraud. These passports are not recognized and using them is a criminal offense. The legitimate programs above are the complete list of legal options.

Which Path Should You Choose?

  1. Check descent first. If you have any Latin American, Italian, Irish, Polish, or Spanish ancestry, investigate this before anything else.
  2. If no descent option, and you have 3+ years: Paraguay naturalization is the best value second passport available today.
  3. If you need it in under 12 months and have $130,000+: Vanuatu or a Caribbean CBI program.
