Dual Citizenship: Which Countries Allow It and How to Get It

Most countries now allow dual or multiple citizenship — the list of countries that require you to renounce your original passport upon naturalization is shorter than most people assume. The more important question for people pursuing a second citizenship is whether your home country allows it, and whether the country you’re naturalizing in allows it. Here’s the state of dual citizenship across Latin America and for major source countries.

Your Home Country: Does It Allow Dual Citizenship?

United States

The US allows dual citizenship. The State Department does not require you to renounce your US citizenship when naturalizing elsewhere, and does not have a policy of recognizing or not recognizing dual nationality — they simply don’t prohibit it. You can hold a Paraguay, Mexico, Panama, or any other passport simultaneously with your US passport. The one complication: US citizenship-based taxation continues regardless of second citizenship. Acquiring a second passport does not reduce your US tax obligations.

Canada

Canada allows dual and multiple citizenship. Canadian citizens can naturalize in Paraguay, Mexico, or anywhere else without losing Canadian citizenship. And critically, Canadian citizenship is tax-based, not citizenship-based — which means that if you formally establish non-residency (file a departure return, sever ties), Canada stops taxing you. A Canadian who naturalizes in Paraguay and properly severs Canadian tax residency ends up with two citizenships and no tax obligation to either country on their foreign-source income — Paraguay is territorial, Canada stops taxing non-residents. United Kingdom

The UK allows dual citizenship. British citizens can naturalize elsewhere without losing their UK passport. The tax situation is closer to Canada’s than America’s — British citizens who formally establish non-residency under the UK’s Statutory Residence Test can exit UK taxation. A British citizen who naturalizes in Paraguay and properly establishes non-residency ends up in a similar position to the Canadian scenario above.

Australia

Australia allows dual citizenship since 2002. Australians can acquire a second passport without renouncing Australian citizenship. Australian tax residency can be severed, though the rules are complex — the ATO uses a similar “ties” test to Canada’s CRA. Australian citizens pursuing flag theory have the same basic opportunity as Canadians: exit Australian tax residency, establish Paraguay residency, hold two passports.

Latin American Countries: Dual Citizenship Policies

The practical reality: every major Latin American country allows dual citizenship. There are no countries on this list that require you to renounce your existing passport when you naturalize. This means pursuing a second passport in any of these countries involves no sacrifice of your current citizenship.

Countries That Do NOT Allow Dual Citizenship

For context, the countries that historically restrict or prohibit dual citizenship are primarily in Asia (Singapore, China, Vietnam, Japan — though Japan has been reconsidering), the Middle East (several Gulf states), and some European countries (Austria, Germany — though Germany has recently expanded dual citizenship rules). None of the Latin American naturalization paths conflict with North American, British, or Australian source citizenship.

What Dual Citizenship Actually Means Practically

Holding two passports means you can enter each country on the appropriate passport. You enter Paraguay on your Paraguayan passport. You enter the US on your US passport (Americans are legally required to enter the US on their US passport regardless of other citizenships held). You can book travel, open bank accounts, form companies, and engage legally under either identity, depending on the context. There’s no requirement to “use” one passport exclusively — you maintain both and use whichever is most advantageous for a given situation.

The non-obvious insight: once you hold two passports, you can travel between some countries more easily by presenting one versus the other. Nationals of some countries face restrictions entering specific destinations — having a second passport in a country with broader visa-free access effectively expands your travel freedom without you having to do anything more.
