Get a Driver’s License to Match Your Residency

Residency is step one. Then you land, rent a car, and find out a tourist license only covers a short window — residents are expected to hold a local driver’s license.

We run that next document the same way we run the residency file: you pay, local specialists handle the office, you receive the license. Mexico City still issues a lifetime card (the window is currently set to close at the end of 2026). Paraguay exchanges a valid foreign license at DINATRAN in one to two days once the paperwork is in order.

Residency is not the last document

A residency card proves you may live there. A local driver’s license is what police, rental desks, insurers, and banks actually look at once you are no longer a tourist.

Three practical reasons we tell clients to do this right after the card is in hand:

  • Legal driving. Tourist rules expire. In Mexico and Paraguay, residents are expected to hold a local license rather than keep using a home-country card indefinitely.
  • Everyday ID. A local license is the document you can hand over without carrying a passport. In Colombia it also functions as primary photo ID for banks and notaries.
  • File strength. A Paraguay license is one more official tie next to the cédula and RUC if you are building a residency or tax-flag file. A Mexico City lifetime license is a document that does not need a renewal calendar.

Start from residency if you do not have it yet. License services assume a valid card. Mexico Residency · Paraguay Residency.

Tourist license vs resident license

If you are visiting as a tourist, your home-country license is usually enough for a short stay. That window is not the same as living there.

  • Paraguay: a foreign license is valid for tourists up to 90 days. After that — or once you hold residency — you exchange or obtain a local license.
  • Panama: tourists may drive on a valid home license for 90 days. Residents apply for a Panamanian license, and you should wait until the cédula is issued.
  • Mexico: tourists drive on a foreign license. Temporary or Permanent residents are expected to get a Mexican license; the CDMX permanent card is the one we productized because it does not expire.

Do not treat an International Driving Permit as a substitute for a resident license. An IDP is a translation of a tourist license. It does not replace the local card once you live there.

Country snapshot

Processes differ by country. Some exchange a foreign license with no driving test. Some require an in-person biometrics visit. We only sell the files we actually run.

Why a local license next to your home-country card is more than a driving permit.

Mexico City permanent license

Mexico City issues a permanent driver’s license that never expires — unlike most countries, and unlike other Mexican states that issue expiring cards. You must be a legal Temporary or Permanent resident, and you must go to a SEMOVI office in CDMX in person for photo, fingerprints, and a vision check.

The appointment is typically 2–3 hours including wait time. You need the residency card, a valid foreign license, passport, and CURP. Other Mexican states are a different product: they issue time-limited licenses, and we do not sell those as the CDMX permanent SKU.

Timing: the live service page is explicit that this opportunity is currently available but may be discontinued, and residents should act before December 2026. If CDMX is your base — or you can make one trip there — do not sit on the file.

We handle appointment scheduling, the document checklist, and day-of guidance. Current pricing is on the Mexico Permanent Drivers License page. The SEMOVI government fee is separate, roughly $30–$50 USD equivalent, paid at the office.

Paraguay license exchange

Paraguay lets residents exchange (canje) a valid home-country license for a Paraguayan license without a theory or practical test, filed at DINATRAN in Asunción with the supporting documents. Timeline on the live service page: 1–2 days once documents are in order — the license is often issued the same day.

You need a valid cédula, a valid foreign license, a Vida y Residencia certificate from the National Police, a blood type certificate, and the DINATRAN visit. The license is valid for 5 years, plus an annual municipal revalidation sticker. It is recognized throughout Mercosur (Argentina, Brazil, Uruguay, Chile).

If you do not hold a foreign license at all, that is a different path (theory, practical, medical) and is not the direct-exchange SKU.

We handle document review, Vida y Residencia and blood type coordination, and DINATRAN submission guidance. Current pricing is on the Paraguay Driver’s License page. Government fees run approximately $36–$40 USD, paid directly to DINATRAN.

Colombia, Panama, and what we do not sell

Colombia: residents with a visa or cédula de extranjería exchange a valid foreign license at a RUNT-registered transit office. Validity is 10 years. Government fees are paid at the transit office. See Colombia Driver’s License.

Panama is real, and it is slower than a Paraguay exchange. Residents apply after the cédula is issued. US citizens certify the home license at the US Embassy (notarial affidavit), authenticate at the Ministry of Foreign Affairs, get a blood-type certificate if the license does not show it, then book SERTRACEN. Validity is 4 years. We published the process at How to Get a Panama Drivers License for Residents — there is no dedicated Panama license service page.

Uruguay: some origin countries can transfer a foreign license, but we do not currently sell a dedicated Uruguay driver’s license service. Do not assume a Paraguay-style same-day exchange. If Uruguay is the country, book a call and we will tell you what we can actually run.

Already a resident?

If the card is in hand, the next practical document is usually the local license. Mexico City and Paraguay are the two we productized first.

Why a second license is useful

A local license is not a passport and it is not a tax residency certificate. It is a government photo ID issued in the country where you actually live and drive. Stacked with a cédula, it is one more official document in your name in that jurisdiction.

Keep the home-country license current if you still drive there. The point is matching the license to the residency — not replacing every other ID you hold.

Frequently Asked Questions

Do I need a local driver’s license if I already have residency?

Once you are a resident, tourist rules no longer cover you indefinitely. Mexico Temporary/Permanent residents are expected to hold a Mexican license to drive there. Paraguay tourists get 90 days on a foreign license; residents exchange or obtain a local one. Panama residents apply after the cédula is issued.

Can I keep using my US or Canadian license?

As a tourist, usually yes for a short window. As a resident, no — that is the whole point of the local card. An International Driving Permit does not replace a resident license.

What is special about the Mexico City license?

SEMOVI in CDMX issues a lifetime license that never expires. Other Mexican states issue expiring licenses. You must go to Mexico City in person. The live service page says the opportunity may be discontinued and to act before December 2026. SEMOVI fee is roughly $30–$50; current MLL pricing is on the service page.

How fast is Paraguay?

On the live Paraguay service page: 1–2 days once documents are in order, often same day at DINATRAN, for a direct exchange of a valid foreign license. You need the cédula first. DINATRAN fees are about $36–$40; current MLL pricing is on the service page.

Do you handle Panama or Uruguay licenses?

Panama has a published residents guide (embassy certification + SERTRACEN) but no dedicated service page. Uruguay has no dedicated MLL license service. Mexico, Paraguay, and Colombia are the countries we currently run as license services.

What if I do not have residency yet?

Start with the residency file. Mexico: Mexico Residency. Paraguay: Paraguay Residency. The license services assume a valid card.
