Ciudad Morazán is a Honduras ZEDE on the edge of Choloma — a gated, lease-only community built for industrial workers in the Sula Valley, not for crypto founders on Roatán. English marketing sometimes calls it Bootstrap City. The legal wrapper is the same family as Prospera. The product is almost the opposite.
This is the page to read if you actually want to know who lives there, what rent looks like, and whether you need Honduran residency first. After 1,500+ client files, our bias is blunt: treat Morazán as a neighborhood with special rules, then layer national immigration on top.
Educational only. Zone rules, tax rates, leases, and Honduran immigration practice change. Confirm live with the zone operator and licensed counsel before you pay. A ZEDE or free-trade zone is not a new country and does not automatically change your home-country tax residency. This is not legal or tax advice.

What It Is
Ciudad Morazán is a Zone for Employment and Economic Development: operator-run land, private security, its own coexistence contract, and an industrial-plus-housing layout. Public descriptions put the built campus on about 24 hectares, with a long-run resident target often cited around 10,000 people. It is not a resort. It is not a beach. It is a fenced town next to factories.
The operator model is closer to a free private city than to a tourism ZEDE: you rent, you sign rules, the lease can end. Independent reporting has emphasized that the city does not sell plots to residents the way a normal subdivision would. Control of the land is part of the governance design.
For the statute and the national political fight, read what a ZEDE is. For the definitional family, read what a charter city is.
Where It Is
Choloma sits in Cortés department, in Honduras’s northern industrial corridor, near San Pedro Sula and the Puerto Cortés logistics stack. That geography is the strategy: put housing inside a fence next to the maquilas so workers stop burning hours and safety margin on the commute.
If you wanted Caribbean water, you wanted Roatán — Prospera and living in Roatán. If you wanted a honest mainland Honduras picture first, start with living in Honduras.
Who Lives There
The population is overwhelmingly Honduran: factory and service workers, small shop operators, families who want a quieter, more controlled block than the surrounding city. Project materials have described a 95%+ Honduran mix. Long-form interviews with residents have put the full-time foreign crowd at a handful of people — not a nomad scene, not a startup campus.
That is not a knock. It is the design. A “libertarian city without libertarians” is the phrase that stuck in charter-city research circles: the governance is contractual and unusual; the residents are ordinary Hondurans who wanted safer housing, not a conference badge.
How to Move In
There are two doors, and the zone is the second door.
- Lawful stay in Honduras. Tourist time for a look. For living there, the operator’s own guidance says get a Honduran residency permit or work visa first — company, investment, rentista, family, or a job letter. MyLatinLife files those as national immigration, not as a ZEDE product.
- Lease inside the fence. Rent a townhouse or apartment, pass the operator’s vetting, and sign the Agreement of Coexistence. Public listings have put townhouses around 3,500 lempiras a month and smaller apartments lower — low hundreds of US dollars, utilities and security often bundled in the marketing. Confirm live; rental sheets move.
There is no honest version of “I bought Morazán citizenship.” There is a lease and a Honduran stamp. Get the stamp right.
Honduras residency is the real door. Zone marketing will not file CONARE for you. See Honduras residency, Rentista / Pensionado, and the investor path — then decide whether Choloma is the neighborhood you want.
Money, Tax, and Crypto Rails
Project materials market a simple territorial income tax (a 5% figure appears in English bootstrap-city copy), no VAT, and no import/export tax inside the story they tell. Treat that as operator marketing until counsel confirms how it applies to your facts — especially if you still have a tax home in the US, Canada, or the EU.
Some businesses on site have used crypto rails, including a lempira-referenced stablecoin, to get around ordinary banking friction for local retail. That is interesting field color. It is not a reason to skip KYC on the accounts that actually hold your savings.
Safety and Daily Life
The product is order: controlled entry, private security, short leases that let the operator refuse renewal, and a small enough campus that faces become familiar. For a worker who used to ride through a rough commute, that can be life-changing. For a remote founder who wanted coworking and ceviche, it can feel unfinished and far from the island brochure.
Expect construction, a limited amenity set, churches and pulperías rather than a specialty coffee row, and a Spanish-first daily language. Bring realistic expectations about medical care, schooling, and weekend logistics — San Pedro Sula is the city layer, not the ZEDE itself.
How It Compares with Prospera
Same legal family, opposite customer. Full table: Prospera vs Ciudad Morazán. Short version: Prospera is the English-internet ZEDE (companies, Roatán, tax-residency packaging). Morazán is the Honduran-internet ZEDE (rent, gates, factories). Most foreigners who say “Honduras free city” mean Prospera and have never been to Choloma.
Want a legal base, not a slogan?
Charter cities and special zones are one layer. Residency, tax residency, and banking still have to fit your nationality. We map the stack before you pay a promoter.
Honduras Residency Overlay
Honduras is a serious Plan B country even if you never set foot in a ZEDE: low physical-presence maintenance on some routes, a path toward naturalization that is short by regional standards, and CA-4 mobility. Using Morazán as the place you sleep can make the country feel more livable. It does not replace the file.
Do not skip the mainland living guide or the El Salvador + Honduras stack if your real design is a northern Central America land-border Plan B/C.
Frequently Asked Questions
What is Ciudad Morazán?
A Honduras ZEDE on the outskirts of Choloma: a gated, lease-only community aimed at industrial workers, with a small foreign minority. Also marketed in English as Bootstrap City.
How do I move to Ciudad Morazán?
Get lawful Honduran stay rights (residency or work visa for anything beyond a visit), then rent inside the zone and sign the coexistence agreement. The zone is the second door, not the first.
How much does it cost to live in Ciudad Morazán?
Public rental figures have been in the low hundreds of US dollars per month for townhouses and less for small apartments, often with security and basic services in the pitch. Confirm current listings; do not lock a budget to an old blog number.
Is Ciudad Morazán the same as Prospera?
No. Both are ZEDEs. Prospera is Roatán, companies, and founder tooling. Morazán is Choloma, factories, and cheap gated housing.
Can foreigners buy property in Ciudad Morazán?
The operating model described in independent reporting is lease-only, not a conventional lot-sale subdivision. Confirm current operator policy before you assume you can take title.
