Ciudad del Saber: Panama’s City of Knowledge Campus

Ciudad del Saber — City of Knowledge — is a Panama campus on the former Fort Clayton, across from the Miraflores locks. A private nonprofit foundation runs it. UN agencies, NGOs, universities, and tech companies sit there. It is a knowledge and innovation park, not a charter city.

People file it next to Colón and Prospera because English uses “zone” for everything. After 1,500+ files, we treat Clayton as a campus with host-state benefits, then still file Panama immigration if you want to stay.

Educational only. Zone rules, maritime status, and Honduran ZEDE politics change. A campus, free zone, seastead, or pop-up is not a passport. Confirm live with counsel. Not legal or tax advice.

Short answer

Go to Ciudad del Saber if you work for an affiliated organization, a campus company, or a program that actually has space there. Do not go because you wanted a ZEDE. Panama still stamps your passport. The foundation is not a consulate.

From Fort Clayton to a campus

Clayton was US Army South headquarters in the old Canal Zone. When the Canal treaties finished the handover, Panama had empty barracks and a question. The answer that stuck was a “city of knowledge”: turn soldiers into students, in the campus’s own slogan. The foundation is Panamanian, private, nonprofit. The land is on the order of 120 hectares with hundreds of buildings, green reserve, and sports space.

That origin story matters for classification. This is a host-state conversion of a military base, not a terra-nullius claim and not a seastead.

Who is on campus

Public materials describe dozens of high-tech companies, international organizations and NGOs, UN agencies and programs, and a thick academic layer. UNICEF’s regional presence is the textbook tenant story. Housing is often tied to an affiliated employer, not a wide-open Airbnb market. The campus is walkable and unusually insulated from ordinary Panama City street life.

If you are a remote founder with no campus affiliation, you are probably looking for Casco, San Francisco (the Panama neighborhood), or Clayton-adjacent rentals — not a UN badge.

Incentives vs a ZEDE

Campus companies can sit inside Panama’s incentive and free-zone architecture. That is still Panama writing the rules. A Honduras ZEDE tried to let an operator write a much broader commercial stack. Do not use Ciudad del Saber as a synonym for Prospera. One is a knowledge park with NGOs. The other is a contested special jurisdiction on Roatán.

Colón is the trade SEZ. Ciudad del Saber is the campus SEZ-adjacent park. Colón Free Zone is the other Panama row on this continuum.

Panama residency is still a national file

A campus job or company is not a Pensionado and not a friendly-nations visa. We map the immigration path separately.

Living and immigration

Tourist time is tourist time. Work for a UN agency or a campus company and you use whatever visa that employer actually sponsors. Retirees and remote workers without that letter use ordinary Panama routes. Do not assume Clayton housing is on the open rental market.

How it fits a flag stack

Physical flag: possible if you actually work on campus. Company flag: possible for an affiliated tech or NGO entity. Personal tax flag: still Panama plus home-country rules. Passport: never. Clayton is a nice campus. It is not a second nationality.

Families posted with UN agencies sometimes love it: school-age kids, green space, a cafeteria, colleagues who already speak English. Remote couples with no badge sometimes find it sterile and closed. Both reactions are data. Neither is a visa.

If you are comparing Clayton with Ciudad Panamá’s other expat pockets, do the city-guide work: commute to downtown, humidity, and whether you want Canal-side quiet or Casco nightlife. The foundation’s brochure will not tell you that.

Before you book Ciudad del Saber

Write down the job in one sentence. If the sentence contains the word visa, residency, passport, or tax home, you are on the wrong product page and should open a national immigration guide. If the sentence is about goods, a campus job, a floating prototype, a longevity season, or export produce, you are in the right aisle — then still add the host-country stamp as a second sentence.

Ask who your sponsor organization is and whether housing is allocated. A LinkedIn screenshot of the campus is not a lease and not a visa. If nobody can name the building number, you are touring, not relocating.

Bring counsel who already files in that country. Do not hire a Twitter jurisdiction broker. MyLatinLife’s bias is boring: classify the rung, file the country, treat the experiment as optional overlay.

Frequently Asked Questions

What is Ciudad del Saber?

Panama’s City of Knowledge: a foundation-run campus on former Fort Clayton for universities, UN agencies, NGOs, and tech companies.

Is it a free zone like Colón?

Related family, different product. Colón is re-export wholesale. Ciudad del Saber is a knowledge campus with incentive overlay.

Can I just move there as a nomad?

Not as a default. Affiliation and housing access matter. Panama immigration still applies.

Is it a charter city?

No. Panama remains the sovereign. The foundation manages a campus.

How close is it to Panama City?

Minutes from the urban core, by the Canal at Miraflores / Clayton. It is not a remote jungle campus.
