The QRP grants renewable annual residency to qualifying retirees who can demonstrate steady foreign-sourced income and pass a mandatory security clearance conducted by the Belize Tourism Board through the Ministry of National Security. What sets Belize apart from other Caribbean retirement programs is the duty-free import allowance — QRP holders can bring in all household goods and a vehicle completely free of customs duties on their first entry. Most retirement programs offer tax exemptions; very few offer this kind of tangible import benefit.
Belize is the only country in the Caribbean and Central America where English is the sole official language and the legal system follows English common law — which makes the entire process, and daily life, considerably more accessible for North Americans.
How to Qualify
To qualify for the Belize QRP:
- Age: Must be at least 45 years old
- Income: Minimum US$2,000/month in recurring income from sources outside Belize — pension, Social Security, dividends, rental income, annuities, or similar qualifying revenue
- Security clearance: All applicants undergo a mandatory security clearance through the Ministry of National Security, conducted by the Belize Tourism Board. This is currently the longest stage of the process at 3–4 months.
Dependents: A spouse and children under 18 can be included on the application. There is no additional legal fee for the first dependent; a US$950 government fee per dependent applies. Each additional dependent beyond the first incurs a US$500 legal fee plus 12.5% GST, plus the US$950 government fee.
